Anyone, veteran or non-veteran, can buy VA foreclosed properties.

When the VA acquires foreclosed properties they become available for sale through VRM Mortgage Services. VA Real Estate Owned (REO) properties can be purchased by anyone and are similar to bank-owned properties. These properties can be financed by independent banks, the FHA and VA.

The VA also offers a special federally-backed loan under the Vendee Financing Program; this loan is used specifically for purchasing VA REO’s and you do not have to be a veteran to use it.  The VA has regional loan centers that can answer questions about this program, their contact information is here.
